There is a hierarchy, or structure, of legislation that governs the education system in Ontario. It looks like this:

Regulations are established by the Ontario government as a means for The Ministry of Education to provide clarification or additional detail in order that a piece of legislation might be better understood. Some of these regulations that may be of particular interest to parents of exceptional children are:
Websites are available to help the public search for and review the hundreds of governmental regulations. The Canadian Legal Information Institute provides a searchable database that will allow you to type in text relating to the document you are searching for as well other data. ServiceOntario E-Laws is another excellent searchable database of Ontario legislation that can be used. Also available (via E-Laws) is a consolidation of regulations. This list only provides the title and number of the regulation, date of any amendments, and by what law it was amended.
Policy Program Memoranda, often referred to as PPM, are ‘memos’ issued under the authority of the Deputy Minister of Education. These documents do not hold the same legal weight that statutes and regulations do, but are legally binding. PPM documents set guidelines, or Ministry expectations, for school boards to follow that relate to procedures and practices. A complete list of Policy Program Memoranda is available online.
Monographs: In 1985, the Special Education Branch of the Ministry of Education began to issue Special Education Monographs. They provide information and suggestions to assist educators in the development, implementation, and review of special education programs and services.
Curriculum Guidelines and Support Documents: The Ministry of Educations provides additional resources that outline the specifics of what, how, and when all of the children of Ontario are educated. These support materials serve to guide, inform and train all of the partners within the learning community and set direction for education in Ontario. Most can be viewed online:
